Community Land

Community Land as a concept was introduced  to create a system which protects the interests of the community in the land, for which the Councils are custodians, for current and future generations and builds community consensus about the future management and use of such land. Essentially, "Community Land" is Local Government land classified as community land under Chapter 11 of the Local Government Act 1999 (the Act), i.e. land to be retained and managed for the benefit of the community. Councils as the owners and custodians of Community Land must use that land consistently with the purpose for which the land is dedicated, or has been determined to be used.

The way Councils achieve this, is by establishing Community Land Management Plans (CLMPs) for their parcels of Community Land. A CLMP is a plan that is required to set out Council’s approach to managing the land to which it relates. A CLMP should sit within, and facilitate the implementation of, other council strategy and planning documents. CLMPs are the public policy position of Council as to how it will use and manage its Community Land.

A CLMP must:-

  • identify the land to which it applies; and
  • state the purpose for which the land is held by the council; and
  • state the council's objectives, policies (if any) and proposals for the management of the land; and
  • state performance targets and how the council proposes to measure its performance against its objectives and performance targets.

Under section 207 of the Act, Council's must also keep current registers of all community land within the council area. Community Land Registers for the District Council of Grant (Council) can be found here.
